Description
Like its forests, rivers, and other kinds of infrastructure, Maine's cultural heritage, a valuable but fragile asset, is subject to decay, neglect, misuse, and loss of memory. The Maine Cultural Affairs Council and its seven member agencies urge the adoption of a cultural policy for Maine parallel to the state's existing environmental, agricultural, and economic policies. Building on the effectiveness of the New Century Community Program and reflecting Maine's continuing arts and cultural needs, the policy should encompass the following elements: ~ an ongoing constellation of grants, direct program services and technical assistance to Maine communities through the Council and its members; ~ a biennial appropriation from the Maine State Legislature at the level of $6 million per year; and ~ a consistent and stable level of funding from year to year to be supplemented by contributions from other donors, public and private.
