Transcript of the October 27, 2026, public hearing on proposed Rule 94-075, Chapter 1, Maine Regional Library System. Facilitated by Maine State Librarian Lori Stockman, the hearing provided an opportunity for public comment on proposed eligibility criteria for libraries receiving statewide services. Comments address paid library directors, volunteer staffing, operating hours, professional development, strategic planning, and potential effects on small, rural, seasonal, and island libraries, including access to internet and interlibrary loan services.
