Description
The Act to Create the Electric Ratepayer Advisory Council, Public Law 2021, chapter 623 (LD 1913), requires an annual report from the Office of the Public Advocate (OPA) and the Electric Ratepayer Advisory Council (ERAC) to the Energy and Utilities Committee (EUT) of the Legislature on the activities and recommendations of the Council. This document is ERAC’s third Annual Report.
The report contains 20 recommendations to the Legislature focused on two areas of concern: (1) the burden on low-income consumers resulting from the rising cost of energy; and (2) the financial impact on consumers caused by competitive electricity providers (CEPs) charging more than the Standard Offer price. Embedded within this report are two new consultant's studies commissioned by ERAC this year: "Quantifying Maine’s Household Energy Burden and Affordability Gap" and "Is Maine’s CEP-Served Residential Retail Electric Supply Market Affordable?"
