Description
Abstract : In Maine, a citizen-initiated referendum proposal advances a complex forest regulatory program. In attempting to evaluate the possible effects if the proposal were to be adopted and implemented, a number of important questions arise. Especially important questions concern judging likely perverse effects, evaluating the likelihood of its achieving its stated objectives, estimating effects on timber cut and the economy, and estimating potentially significant asset market effects. These questions would apply to any regulatory proposal, and they suggest a major field in which thoughtful and innovative work by forest economists could potentially inform public policy debates.
