Description
Division orders from Major General William Lithgow, Jr., requiring that the Colonels and Commanding Officers make proper returns of the names of all non-commissioned officers and vacancies in their regiments, due to the "serious aspect of our public affairs, at the present eventful crisis..."
Lithgow served in the Revolutionary War and was present at the surrender of Burgoyne. After the war he practiced law at Fort Western in Augusta, Maine.
