Neutral No More: Maine Mobilizes for the Great War

Legislative and Executive

 

The Legislature was just nearing the end of its session when war was declared on April 6th. Wanting to take action, they had passed some legislation in the days preceding the declaration, and immediately passed some additional legislation after. These pieces of legislation were designed to affect those who would be serving the country. Just a few days later the Legislature ended their session, and as they only met every two years, would not meet again until the war was over.

The Governor, too, took action to aid in the war effort. On display are the proclamations written by Governor Carl E. Milliken which were in response to the war. These included proclamations for German aliens living in Maine to register with the State and for men to register for the draft.
