Description
In a letter forwarded by Assistant Adjutant General C. B. Merime, Brigadier General Charles Griffin writes to General Seth Williams and recommends Chamberlain for promotion to rank of Brigadier General.
"As the enclosed is the first endorsement of the kind Gen'l Griffin has ever made, I cannot resist sending it to you 'sub rosa'."
