Lt. Colonel Thomas H. Talbot informs Adjutant General Hodsdon of the death of Colonel Daniel Chaplin, and recommends promotion of Captain Zemro Smith to fill the vacancy caused by the promotion of Russell Shepherd to Lt. Colonel.
