Description

The Federal Aid Highway Act of 1962 required metropolitan areas with populations over 50,000 to have completed comprehensive traffic and planning studies prior to July 1, 1965 in order to remain eligible to expend any federal highway funds in those areas. The Portland Area Comprehensive Transportation Study (PACTS) provided a systematic study and evaluation of all transportation facilities within the 300 square mile covered by the plan.
